Local authorities to be given more power
The Department of Communities and Local Government has proposed new legislation which would give local authorities more say over regeneration projects.
Under the plans, top-tier councils will be duty-bound to assess the economic conditions of their local area and will then be invited to work with Regional Development Agencies (RDAs) to draw up development schemes.
All such regional strategies will have a focus on future housing, transport and regeneration, the department said.
The proposals follow last year's announcement that streamlined local committees are to replace Regional Assemblies by 2010. Under the scheme, all RDAs would have to report to regional forums comprised largely of local authority representatives.
Local government minister John Healey welcomed the strategy, insisting the reforms would lay the foundations for a "renaissance" in many of England's most deprived areas.
"It will help them to unlock the potential of local businesses and help build new ones - putting our local economies in an even stronger, competitive position than now."
