A really good affordable suburb in South London? Surely not. And yet Thornton Heath is just that. Thornton Heath was mostly country until the mid 19th Century brought the railway line, but since then has become one of the most multicultural suburbs in the Croydon area. It's also one of the most cost effective.
This is a friendly, open and accepting area where house prices are uniformly competitive. Nearby are great open spaces like the fabulous and recently restored Whitehorse Meadow nature reserve, Grangewood Park, as well as other good parks in nearby areas. You're close also to Gatwick, as well as only half an hour from the centre of town and not much further to the coast. It's got excellent shopping, with good stores in the Heath itself around the London and Bridgestock Roads, and Croydon acting to an extent as the area's West End, while large shopping estates nearby provide IKEA and various other superstores, providing everything you can't find here. Thornton Heath is generally vibrant, with its many cultures and peoples bringing a unique mix to this excellent location.
Houses in Thornton Heath are still very good deals in general, although as the area becomes populated by those spilling out of London in shock at some of the prices there, this is bound to change some time. Housing is diverse, with great 1930s semis all around, but also Edwardian and Victorian semis found in some areas. Many houses have excellent gardens, but a lot of the larger Victorian houses have been turned into flats. There are good Tudor-style properties around, as well as good new build houses and flats to be found. All are still reasonable, and most are in excellent condition.
Thornton Heath offers a good, multicultural and buzzing environment, together with some of the best deals on offer for a place within easy commuting of London.

In General:
The London boroughs are administrative centres responsible for collecting local taxes (Council Tax and Business Rates) and then spending the funds received on local services. They are run by Borough Councils who are elected by borough residents on a four year cycle. The totals that they spend will depend on the rates of tax that they levy plus funds allocated from central government and other sources.
While many of the services (schools, roads, planning, rubbish collection and social services) are standard, levels of provision will vary according to the overall political will as expressed by the voters.
Your tax liability (as a resident) will be based on the council tax band of your home. These bands are set by Valuation Officers and there is scope for appeal. The rate bands are then used to determine the amounts of tax levied. So, while the bands will remain largely constant the levels of tax can go up and, in theory, down.
You may claim discounts or exemptions based on your circumstances. For example, as the only adult in a property you can get a 25% reduction on your bill. Other reductions are available for qualifying second adults and Council Tax Benefit claimants.
