Kingston might be within coughing distance but Norbiton is much more relaxed and open than its western shopping capital, though of course the nearby capital of Capitalism is perfect for the locals who do much of their large-scale purchasing there. This makes it potentially more adaptive to change than many of its neighbours, with these areas being the site of blocks built in the 60s, 80s as well as modern flats. There are also good numbers of council properties and social housing in the area.

The London boroughs are administrative centres responsible for collecting local taxes (Council Tax and Business Rates) and then spending the funds received on local services.
