Area Comments

Commuter central and filled with good houses, Norbiton is very sought after, sitting as it does close to the Thames and within a very short distance from Kingston. This is an archetypical London suburb, perfect for anyone who needs to get into town and who wants their family to grow up in a perfect environment.

Kingston might be within coughing distance but Norbiton is much more relaxed and open than its western shopping capital, though of course the nearby capital of Capitalism is perfect for the locals who do much of their large-scale purchasing there. But Norbiton isn't without its own shopping resources, having a good spread of local stores as well as some good nearby pubs and eateries. It remains however that Kingston is where most people choose to shop.

There are good schools and excellent places to walk - the river is close, affording excellent tramps along the bank, as well as Richmond Park or Bushy Park within easy reach.

Norbiton is unlike many of its neighbours in that whilst most of its housing comes from the twin staples of London property - it contains excellent spreads of both Victorian and Edwardian houses around its centre - it's got a good amount of brownfield development. This makes it potentially more adaptive to change than many of its neighbours, with these areas being the site of blocks built in the 60s, 80s as well as modern flats. There are also good numbers of council properties and social housing in the area.

In General:
The London boroughs are administrative centres responsible for collecting local taxes (Council Tax and Business Rates) and then spending the funds received on local services. They are run by Borough Councils who are elected by borough residents on a four year cycle. The totals that they spend will depend on the rates of tax that they levy plus funds allocated from central government and other sources.

While many of the services (schools, roads, planning, rubbish collection and social services) are standard, levels of provision will vary according to the overall political will as expressed by the voters.

Your tax liability (as a resident) will be based on the council tax band of your home. These bands are set by Valuation Officers and there is scope for appeal. The rate bands are then used to determine the amounts of tax levied. So, while the bands will remain largely constant the levels of tax can go up and, in theory, down.

You may claim discounts or exemptions based on your circumstances. For example, as the only adult in a property you can get a 25% reduction on your bill. Other reductions are available for qualifying second adults and Council Tax Benefit claimants.

There is more information available at the HM Customs & Excise website.
