Area Comments
One of the most popular of the suburbs to the northeast of London, Loughton has some of the best property in the Epping Forest area. It's a wonderful choice for families looking for space, air, and excellent amenities.
Loughton is one of the points of the Golden Triangle that forms between here, Chigwell, and Buckhurst Hill. But Loughton's doesn't feel like 'typical' Essex at all, or at least, conforms not one bit to the cliché view of the county - but then, few places do, as many Londoners are discovering that the ancient county is a hugely varied, beautiful area. Loughton is heavily committed to the arts, with a huge amount of local drama, music, and the Loughton Festival which in 2008 celebrated the work of George Granville Barker. There's a strong local film, opera and visual arts history. In many ways this is an Islington or Oxford East.
As well as this Loughton has a vast range of sports, from Cricket and football to horseriding going on around it, as well as swimming, tennis, and all kinds of other pursuits. The village itself has a large number of good places to eat and some very fine pubs. In the area - around Epping Forest and Loughton generally - are excellent schools of a variety of levels and offering excellent education all across the range.
The neighbourhoods of Loughton offer a wide range of property for many different budgets and tastes. In Debden Green you're likely to find - around a little green and small village centre - a few lovely little houses, cottages and the like. Nearby Debden is mainly occupied by post-WWII housing that originally offered accommodation to people bombed out of London. Inter-war 30s and 40s houses are found in the picturesque Roding Estate, whilst Little Cornwall is the part of Loughton that rises to meet Epping Forest and whose clapboard houses are hidden amid beautifully kept hedges.
This is a village of wonderful houses, many affordable with some very pricey. It's a place of literature, history, music and culture - as well as fantastic outdoor resources and education. It's got good links to the city and out into the deeper countryside; essentially, if you want space and culture, Loughton is perfect.

In General:
The London boroughs are administrative centres responsible for collecting local taxes (Council Tax and Business Rates) and then spending the funds received on local services. They are run by Borough Councils who are elected by borough residents on a four year cycle. The totals that they spend will depend on the rates of tax that they levy plus funds allocated from central government and other sources.
While many of the services (schools, roads, planning, rubbish collection and social services) are standard, levels of provision will vary according to the overall political will as expressed by the voters.
Your tax liability (as a resident) will be based on the council tax band of your home. These bands are set by Valuation Officers and there is scope for appeal. The rate bands are then used to determine the amounts of tax levied. So, while the bands will remain largely constant the levels of tax can go up and, in theory, down.
You may claim discounts or exemptions based on your circumstances. For example, as the only adult in a property you can get a 25% reduction on your bill. Other reductions are available for qualifying second adults and Council Tax Benefit claimants.
