One of the most relaxing areas of southwest London, the inhabitants of East Sheen are justly proud of their great amenities, excellent access into town, and fantastic houses.
For a place with the South Circular running right through it East Sheen is amazingly calm and legendarily peaceful. It's a great place for coffee houses and some cheap shops amid its boutiques and other stores - despite this being a pretty upmarket area it's also a great place to browse and take your ease.
Facilities in the area include some really great - and often full over the weekends - local pubs and dining establishments, though for bars and nightlife it's easy to get into nearby Richmond. Living in the Sheen area also puts you right in the catchment area of spectacularly good local schools at all levels, as well as some great universities. It's one of the best places for walking and days out, with both Kew Gardens and the Thames Towpath quick to reach, and with Richmond Park right next door.
Some properties in the area in fact border the Park and these are amongst the most sought after not just here, but in the southwest of London as a whole. In terms of property generally, this is an area dominated by Edwardian properties, semis and detached houses, mostly of prodigious size and excellent rooms. A large number are subdivided but the apartments thus provided are still very good, spacious places to live. East Sheen is cloven in two by the South Circular as it curls off to Richmond; to the north the properties are a little smaller in general, though still excellent and ample. South, in the Parkside region, there are some truly lovely houses with the typical openness that Edwardian mansions afford. There are also mid-war homes on both sides.
East Sheen is a wonderful location for anyone - it's upmarket, though friendly and relaxed, with properties ranging from spectacular mansions in ample grounds to more modestly sized but still fine homes.

In General:
The London boroughs are administrative centres responsible for collecting local taxes (Council Tax and Business Rates) and then spending the funds received on local services. They are run by Borough Councils who are elected by borough residents on a four year cycle. The totals that they spend will depend on the rates of tax that they levy plus funds allocated from central government and other sources.
While many of the services (schools, roads, planning, rubbish collection and social services) are standard, levels of provision will vary according to the overall political will as expressed by the voters.
Your tax liability (as a resident) will be based on the council tax band of your home. These bands are set by Valuation Officers and there is scope for appeal. The rate bands are then used to determine the amounts of tax levied. So, while the bands will remain largely constant the levels of tax can go up and, in theory, down.
You may claim discounts or exemptions based on your circumstances. For example, as the only adult in a property you can get a 25% reduction on your bill. Other reductions are available for qualifying second adults and Council Tax Benefit claimants.
